The inspector's marked drawing is the most useful cleaning brief. It shows which seam, plate, nozzle or fitting must be visible and prevents effort being spent on surfaces outside the examination.

The viewing direction matters as well as the surface name. A camera looking across a seam may show a different obstruction from a direct view, so the inspector should mark the required angle where it affects preparation.

Mark the examination point

Mark the exact seam, plate, nozzle or fitting on a drawing or safe photograph. Add the inspector’s access requirement and record any part still obscured afterwards.

The work order identifies plates, seams, nozzles or fittings that must be visible, along with anything the contractor must not disturb.

The cleaning work removes material obscuring those areas and records restricted views. The inspector, not the cleaning record, decides whether the presented surface is sufficient.

Work backwards from the examiner’s arrival

An instruction to clean for inspection is incomplete unless the target areas are named. Floor plates, shell seams, nozzles, supports, coils and a known defect may each need a different level of access. The inspector’s requirements should be available before the cleaning method and downtime are fixed.

Loose liquid and sludge can often be recovered before detailed surface cleaning. Hardened scale, coating or product residue may need a separate treatment review so the vessel finish is not damaged. The contractor should distinguish cleaning from repair and should not diagnose tank integrity from a service visit.

If openings and geometry permit, remote cleaning can expose suitable areas without entry. Blind spots, internal equipment and incomplete visibility remain in the record. HSE’s confined-space guidance explains why avoiding entry should be considered first.

Cleaning, inspection and maintenance access

The available downtime must include recovery, cleaning, site checks and transfer to the inspecting party. At completion the contractor identifies the surfaces reached, areas still obscured and visible findings that need the inspector’s judgement. The authorised site team then controls any entry and the transition to inspection.

Protect time for the examination itself

The booked clean prepares the agreed access and surfaces; the inspector determines condition and any repair need. The tank cleaning handover record helps keep that connection traceable.

Ask the inspector whether a general visual view is sufficient or whether cleaning must expose a measured area around a seam, nozzle or suspected defect. That choice affects method, access and time. It also avoids cleaning undamaged areas while the actual examination point remains obscured behind a fitting or hardened layer. Confirm how the inspector will identify and reach the same location. Keep the inspection booking and responsible site contact with the work record.

Marked drawings let the cleaner and inspector refer to the same seam, nozzle or floor area. If residue still obscures part of it, the limitation is attached to that location rather than hidden inside a general completion statement.

Inspection timing must include recovery equipment leaving the area and any lighting or access installed by the appointed examiner. Putting those dependencies beside the marked surface prevents cleaning from using the period reserved for the actual examination.
