The name of the tank is only a starting point. A process vessel may contain a thin film on the shell, a hardened layer below an agitator or free liquid in a low outlet. A storage tank may hold usable product above water and sludge. Those differences decide whether the quotation covers recovery, surface cleaning or preparation for inspection.
